If any dust is present on the surface, the oil will bond with it instead of the wood fibers. When spreading with a white pad, this results in a microscopic paste forming on the surface. The oil will bond with the dust, not the wood fibers.
To collect the dust electrostatically, dampen the cloth slightly with Rubio Monocoat Cleaner.
